There is not  a uniform standard to distinguish the heavy and light steel structure, many experienced designers and project managers are often not fully understood, but we can be considering some of the data and make judgments:

1.the weight of crane: greater than 25 tons or equal can be considered as  heavy steel structure.

2, the consumption of steel per square meter: greater than 50KG/M2 or equal, can be considered as heavy steel structure.

3, the plate thickness of main component: greater than 10MM or equal, less used in light steel structure.

In addition, there are some reference values: such as the cost per square meter, the maximum weight of component, the maximum span, the type of structure, height of canopy,all above appempirical data can distinguish the heavy and light steel structure, of course, now many buildings have Light and heavy steel structure. But some are more sure the heavy steel structure: such as: petrochemical plant facilities, power plants, large span of the stadium, exhibition center, high-rise or high-rise steel structure.
